Walk across times on 12/31

Anyone have a guess of how long the wait time would be to walk across the boarder on 12/31 about 1PM.

It will take exactly 22 minutes -- 47 seconds.

Why do you say that. I was looking at airfare TJ to Hermosillo and it is $400 cheaper per ticket compared to LAX. So I was going to take a cab to/from the airport. 3 people going, so that saves $1,200.
