El novio acompaña a su novia a casa después de una salida. Cuando llegan al portal, él, adoptando una posición ganadora, apoya una
mano en la pared y le dice:
- Mi amor, ¿por qué no me la chupas un ratito?
- ¿Aquí?, tú estás loco.
- Venga, rapidito, que no pasa nada mujer...
- ¡No! que puede bajar alguien de mi familia a tirar la basura o
algún vecino y reconocerme...
- Pero es un ratito nada más, a esta hora no viene nadie.
- Que no hombre, que si bajan a tirar la basura...
- Venga, si a ti te gusta, una chupadita nada más, ...
- ¡No! Que pueden bajar...
- Venga, no seas así...

- ¡¡¡NO!!!
En ese momento aparece la hermana de la chica. En camisón, toda
despeinada y le dice:
- Dice papá que ya hemos tirado la basura, que se la chupes de una puta vez; y si no, que se la chupe yo. Y si no, dice que baja él y
se la chupa, pero por favor, que levante la mano del puto
telefonillo, (inter-comunicador) que son las 3 de la mañana¡¡¡¡¡¡¡

UMA = Unidad de Manejo para la conservacion de la vida silvestre
It is a program in place by the state of Baja California with SEMARNAT.
That particular sign has the number of a location.
As for the translation, the boy friend when leaving his girlfriend at the door after a night out, leans against the wall and starts asking her to do something for him but is pressing the intercom and everyone hears. A full translation might not be funny in english.
