I doubt it. I've seen people driving a pick-up with the guy standing in the back shining a flashlight on the road ahead.

No. In the US they are required because it is not legal to use them on paved roads. No such restriction in Baja.

I have never been stopped in the 4 yrs. I have owned the Rubicon, since I keep my light covers off due to less wind noise at highway speeds.

My overhead driving lights have always been uncovered in Baja and nobody has EVER said boo about it.
Compare the new 4 dr Rubicon to the Nissan X-terra and you may be surprised-------both are superior off-road packages, with the Rubicon having a
slight edge in ability to go over the rocks, but a leaky top that costs $2K extra for the plastic top. The new "off road" model Nissan "X" has elec.
lockers in the rear, and some sort of strange limited slip in the front. I bought an "X" OFF-ROAD and am really impressed, so far. 21 mpg too.
