Might be. But there is one gull type that will sit on a pelicans head to get scrapes.

Heermann's Gulls are the bird you are thinking of. Check this link - a GREAT resource for bird info.

Good source. I'll go and look for the one I'm thinking of. They're about have the size of that gull and appear to be all dark. Better yet I'll try to get a photo of one. Thanks for the site to explore birds on.
Two hours later and I've not come up with the bird I want. The Heermann's Gull has the right habits but does look quite right. The Sooty Shearwater looks right but nothing is mentioned about pestering pelicans. Photo of the Shearwater:

Russ,

In Woody's picture there are 7 brown pelicans, 2 Heerman's gulls ( 1 juvenile & 1 adult) and 3 cormorants (double crested).

Shearwaters and the rest of the tubenoses are pelagic seabirds spending the majority of their time in open waters.
