However when dialing the 001 plus 880 then the seven didget number the english recording comes on and states that the company does not support out of country 800 and you will be charged international rates .

So, although you can dial the number you are still charged international rates.

Has anyone stried SKYPE ?

At least you can get through if you have no other number, it is just not toll free.

I believe the 880 service often splits the cost between you and the company you're calling. I use it to call 800 numbers from my Cingular phone. I don't get charged but that's because I'm on the North American plan they quickly discontinued.

Skype Out with a US phone number works fine to 800 services. Just dial the number as usual. You can even get a Mexican SkypeIn number (Guadalajara exchange is the nearest to Baja) so that people with Mexican phones can call you.
