There is no set rate for a taxi, if it must be taxi I would recomend a Taxi Libre. The best recomendation and also a pretty safe way to travel to
Rosarito would be Mexicoach and that way they would be on a bus with a schedule and all the way from the US with set rates and insurance.

I've paid 30 - 35 dollars depending on day or night. the yellow cabs that greet you upon entering start out at 45.00 but talk them down. The mexicoach
is a great way to come back. Picks up at the Rosarito Beach hotel at 10am, 12 am etc. You do a quick transfer at the main terminal in TJ then they
take you up to the front of the pedestrian lane via the bus lane. Sometimes it's backed up a little but we've gotten through in minutes.

I consider myself somewhat of an expert on this topic.
Earlier this month, I had the good fortune of driving with a wonderful young taxi driver who befriended me and provided me with the list of fares that
the taxi drivers (at least the Yellow ones in Rosarito) must [ahem]...are supposed to follow.
The fare from downtown Rosarito to the San Ysidro crossing is $18. My friend and I paid $25 once and $20 another time. This taxi driver said that
passengers should ask to be shown the list of tarriffs and then refuse to ride in a taxi with anyone who will not show it.

Aventurera is correct. There are posted rates in Rosarito that state a fare of 25.00 to San Ysidro. I'm pretty sure though that coming the border is
different. Both times when I arrived at the border for the ride to Rosarito I was quoted 45.00. They wouldn't go lower then 35.00 even when a
supervisor got involved. I didn't think I had much of a choice the last time due to the time of night, it was 8:30pm.

If anyone needs a taxi in Rosarito, I'll share the number of the nice driver I had. His name is Luis, and his number is 661-107-3453. I'm not sure
how long he'll be around, though, as he told me that he came from Oaxaca on vacation, met a girl and got married, but is now getting divorced and
probably heading back to Oaxaca. He drove me all the way to Tecate, so we got to share our life stories! 
I did have the number of a driver in Tijuana, but I lost it. He is the one who took us to Rosarito for $20 for two of us and $25 for four of us. His
name's Alberto, I believe, and both times we found him in the group of drivers waiting there when you first cross the border. Flirting may help in
negotiating a better rate...well, at least if you're a woman; if you're a man, I don't know how far it will get you!

It all depends on how much time you have and how willing you are to save money. Nobody so far has mentioned the communal taxis from downtown Tijuana
to Rosarito. Those are the ones I used to use but I haven't used them in over a year so forget the exact rate, but they will be about 25 pesos per
person. They are yellow people carriers that depart from Madero (which is one block before Revolution and runs parallel with it) near the intersection
with calle 2nd. There are three or four different departing points along there.
To get to Madero from the border the cheapest way is to use a blue bus. As you exit the border walk towards the taco stands and you should see a line
of buses - they charge about 6 pesos to get to Centro and you will go past Madero along calle 2nd on the way there.
It will take you approximately 5 times as long to follow this route as opposed to getting a taxi libre or a yellow taxi from the border to Rosarito,
but if there is just one or two of you, you will save money. Also by sharing a cab with other people interesting things may happen - I was once asked
for my phone number by a blonde haired Zona Norte lap dancer who happened to sit down next to me!
As I said at the beginning, it is all about the time/cost tradeoff.

I know several people who have taken the communal taxi, and all felt it was a good experience----none had any luggage but a carryon that could sit on
the lap, however.
