i went on the mexican consulate web site looking for info for a fm 3 the fee was $399.00 plus some other small fee's is this the going rate to do this your self ? or was this a service they were providing for more money.

That seems extremely steep. When we applied for the original I don't think it was over $135US. Renewal this year was was about 1172Pesos

Yes, should be about half that much, total.
Unless you hire an agent which is more for the service.
