Here's a summary, not a translation:

Starting July 1, the Attorney General of Baja is installing 10 bilingual public prosecutors with 24-hour availability to take complaints from foreigners, specifically Americans. They will be located in TJ, Rosarito and Ensenada. The TJ office will be at the PGJE's offices on Calle 8 in the Zona Rio.

They promise a timely follow-up to complaints from foreigners. The purpose of all this is to regain the confidence of tourists.
