That tree is in front of the coffee shop/internet cafe on the Malacon in La Paz.

La Fuente's on the malecon in La Paz, best ice cream in the world (debatable I'm sure, but it's the best when you're there).

Even my kids could answer that question !!
I usually leave my cigar in the tree while we go inside for ice cream.

We have met more folks in that place by chance;
campers from other places,
our agent and his son,
sailing buds from La Ventana,
folks from home in the US...
