OK, here's some good news for Baja

There was a construction project going on south of Rosarito to build on the sand dunes at kilometer 48. The governor of Baja, José Guadalupe Osuna Millán, stopped the project as it was on an ecological preserve. The mayor of Rosarito, Hugo Torres, was also on the bandwagon to stop the project.

If Hugo Torres jumped on board it only means he couldn't get a piece of the action ...

This doesn't check

Is it just me? doesn't this seem a little odd to you that the building permit has been issued and construction was started and then, all of the sudden the project is halted because it is in an environmentally sensitive area.

Any project can get shut down if you do not share the wealth with any of the new Mexican Government entities that are capable of charging fines for none compliance. Its been my experience that this is the new way of doing business in Baja.
