Cant seem to find the # for Julieta in Santa Rosalia....Anyone know about how much it costs to transfer a title from one Mexican Citizen to another???

The Notario in Santa Rosalia that Julieta uses in Notario20. Julieta is not a Notario.

And he (notario # 20) is a good fellow & did great work for me... (incroporation, property purchase agreement, property title work, etc.)

I'm clueless on the procedure do I need an agent and a Notario for an ownership change???

If you'd post your location some one close by could advise you who to see to answer at least some of your questions. Julieta covers a large area in
BCS and could be just what you need. Try her.

Yes,
You'll find Julieta very knowledgeable, helpful, and fair in her fees.
In addition to all of the good work she did for us in facilitating the work we needed to have done (much of it with Notario Guillermo), we also made a
good friend in Julieta. We still keep in touch, and I've referred several friends to her for assistance.
I would imagine that title transfer from one Mx. citizen to another would be a simpler proceedure, and less costly than what many US citizens / FM3 or
FM2 holders needed, but I don't know the details or cost...

The answer is yes. You need to make sure that the sale goes through a notario who is the one who actually registers the sale and makes sure that
everything is legal. Julieta would be the agent who helps get everything set up and ready for the notario. You will probably need to have an "avalu"
but Julieta can advise you on that. I assume this is probably for Asuncion area.

I tried to contact Julieta a number of times 2 years ago with no success.
She never returned an email or phone call.
