Worked for us.

Seriously, we take two spares with us every time and haven't been asked about them.

key word here is "spares"
unmounted tires are a problem to cross
last week (saturday) at tj crossing
they stopped EVERY truck or car with ANY cargo
I still saw a pickup try to cross with an entire load of furniture anyway
he got stopped...
red light about every 20th car
lots of staffing in the "pull over" area

You can't take used tires but you can take new tires, but you'll pay an import or what ever tax or fee. Take your receipt with you to prove what you
paid for them. The last time I did it I paid a 10% fee. Not a problem for new or used if mounted.

Shame N America cannot/doesn't want to excercise free trade like the EU.
The free movement of goods, services and people from one country to another.
You could then take whatever you liked down to Baja!
As you were.

Brit, the real issue is the supply of arms to the Narcotics trafficers. Vehicles are being stopped, because the easy flow of weapons from the U.S.
which are purchased "easily" along the border has recently been looked into. Are you aware of NAFTA? This has nothing to do with NAFTA.

Spring before last my son brought me an unmounted new tire as luggage on the plane and Cabo customs officer chuckled. I brought unmounted new tire
for friend in the back of my truck w/o hassle or duty, too.

an update:
i called the mexican consulate in santa ana and asked if i could take tires. he said SURE!!! i'm not sure he understood me. he did say that between
20nov and 5jan there is no tax on items, valued up to $300.00, brought in to mexico. a benefit to the many mexicans who come home for the holidays
with gifts and also a benefit to anyone crossing with things to declare.
i took 2 tires and went through the declare lane. picked up fmt's and then parked by the booth and waited for the agent. i gave him my receipt, he
looked in the truck and sent us on our way. no tax. got the read light as i was leaving, the agent peeked around the booth and waved me on. both
agents were very pleasant.
the immigration agent told me to return the fmt before the expiration date. can you even drive back to that office travelling northbound? has anyone
recently done that?
thanks to everyone who offered information.
