How naive! So he thinks the drugs will pass through harmlessly without affecting the locals?
I guess no one in Mexico has a drinking problem either.

The people of Tijuana are very concerned about drug use. For example, In the super market you can't buy regular light bulbs because people use them to smoke dope. Instead they sell skiny tube light bulbs.

There was no attribution for the quote originally posted. Would love to see it in context. Might just be that the mayor was being glib. After all, the United States is the largest consumer of illicit drugs in the world (confirmed by the World Health Organization). Taken by itself, the mayor was, at least, partially correct.

They tailor their speeches to their audience- just like any politician inany country. It ususally doesn't get translated and published in english though. Mexico is just 20 years behind SD on the meth cycle- San Diego was the cyrstal meth capital of the world in the 80's- now it's just moved south. Garbage goes into making it garbage comes out of using it. Poor people use he cheapest drugs possible to get the high they need to escape whatever it is they are running form.

RB Mayor Hugo Torres got snared a few months back too. He was telling a Mexican audience that if he "only owned a hot dog stand- he would have left Rosarito already. But he has a hotel and can't run north of the border (like Iggy) " Kind of hard to sell tourism to Rosasrtio Beach when the mayor would leave if he could. They still run the ads though.
