With the tourist development Loreto Bay, located in the Sea of Cortez in Baja California South (BCS), the National Fund of Promotion to the Tourism (Fonatur) has confirmed its tendency for corruption, its historic characteristic.

In Puerto Escondido, a heavenly place located 20 kilometers of the city and Port of Loreto, head of the municipality of the same name, there is a huge and useless effort, from the beggining of the last presidential administration, to develop "the spearhead" of this fraudulent governmental project known as Nautical Stair or Escalera Nautica.

In this place, a group of foreign businessmen, headlines by Alejandro Weinstock Kletzel and Patrick Mary Swanson, associated with exfuncionarios of the federal government as the exdirector of National Hotelier, Alfredo Balli González and Kemil Assad Rizk, exdirector of Fonatur, they constituted in the middle of the decade of 1980 a group of six businesses: It Hidden Port Golf club, Lake, Serene Coast, Even real Estate Agency, Ellipse and Desimpe. The companies, grouped under the controllers Prodipe, LTD of CV, and Integral Development of Port Hidden, LTD of CV, they obtained in 1990 credits of the National Bank of foreign trade (Bancomext) for 49,9 million dollars.

Wich where never seen again.
