I have never been questioned about dog food in numerous crossings. Traveling both north and south. Once asked for dogs papers when entering Mexico. Showed proof of US dog license and shot card, all was OK.

The rules for going to Mexico are completely different when you drive across vs when you fly. The dog food with beef is just one example.

There is no problem with dog Food at Tecate or any other crossing, as well as Dogs, they are looking for Dogs off the street, they can tell, not hard.
