Wow! Thank you everybody so much for the great tips.
As I wrote, I am helping out my in-laws for their trip and it has not been easy. I am happy that they are showing some interests in experiencing non-resort part of Baja and would like to encourage it. At the same time, I don't want them to get a bad impression by me suggesting too much of a budget place. On the other hand, they have an idea that Mexico=cheap (part because we tell them how cheaply we travel when we are in Baja), so they have small budget for this portion of their trip.

In any case, good first hand information makes planning much easier.
Although every comments are helpful, I have to give my special thanks to aqbluegreen for paying an extra trip to Hotel Guluarte and reporting about the smallest bikinis. : ) It may not be appropriate for my in-laws, but I will remember to check it out when we need a place. I am sure my husband and his friends will be happy to know about the bikinis.
