Well, that is still in strong opposition to the Rueter's Report that indicated that the Mexican Government would be overthrown by the Drug Cartel before 2010 was over.

"Calderon said that despite the economic downturn, the government was able to rein in unemployment by acting swiftly to keep at least a sector of the country partially employed. The government’s response to the crisis has included temporary New Deal-style job programs, in which it has paid low-level workers to clean streets and archaeological sites; government-funded partial salaries for some in the private workforce and a streamlined credit process for small and medium-sized businesses."

Let's rememeber that the group bestowing the award is an international business organization. Calderon is widely considered to be a pro-business conservative. He has a Masters in Public Administration from Harvard. All this, and he is being lauded for being Latin America's new version of FDR.

Meanwhile, in the US, folks are grumbling about anything that Obama does that smacks of government involvement.

That said, it's obvious that Calderon had alot on his plate between the drug interdiction, the economy and the flu epidemic. Perhaps not enough people give Mexico credit for being as stable a democarcy as it is.
