Just got this off the Punta Banda Message Board:
"we just got back from SD today (saturday). Toll road is clear now. We had no problems."

With the construction still going on I wouldn't try it for at least a few days.

Tecate Road
The road construction from Fransisco Zarco (at the Pemex) south was really bad even before the storm. If you can wait a while, I would but if you
insist on traveling South, you can go straight at the Pemex toward Porvenir and wind your way to the free road. Make a left to Ensenada on the free
road and in approx. 10 miles you will come into San Miguel where you join the end of the toll road and in 2 miles you are in El Sauzal. However, even
if you get into Ensenada, currently you will not make it any further south. So if you just want to go to Ensenada fine, but if you are headed farther
South, wait it out in Tecate until you see posts that the roads are open.

That is exactly what we are all saying. The toll road is open from TJ to Ensenada. Then you can sit and wait with hundreds of others. You can get
through on Hwy 3 from Tecate also but same thing you cannot go south. There are three bridges out in San Quintin area and the El Rosario bridge is
impassable. Yesterday we heard that Laguna Chapala was a lake over the road and not passable and that both vados in Catavina are flowing.

Toll road is open from San Diego to Ensenada. South of Ensenada, highway 1 is closed due to bridges out and flooding.
