SOMETHING is technically going into effect today
Mar 1, what I've read is Us citizens going
past the vague border zone, passports
will be required, other countries require
a passport to enter Mex, which poses the ? what
about passport card holders?
I don't believe there will be any checking
of passports by Mex IMM entering at the border,
the Mex IMM new current info says over 72 hrs,
a fmt/fmm will be required, don't know if they
have done away with
the free 7 day fmt,
there is a new form, the fmm, that is going
to repalce the fmt, I've read this new form
will not be until May1, birth certs
are still accepted by Us Customs
when Us citizens return from Mex

I think it will be a voluntary thing. Do it on your own or suffer the consequences, should the event arise.

Sign at the border crossing in San Ysidro last Monday (2/23/10) said that Mexico will not enforce Passports when entering Baja by land, sea or air. That's not to say they won't be required when traveling into the mainland but NOT Baja.
