The problem may be deeper. In the states, LA for example, prostitution is organized crime and drugs. Same people overall. The underpaid along the road, 7-11. Motel 8, WalMart, organized crime wannabes.
Same for Mexico ?
Clearly, more temperate, skillful organization for organized crime Mexico, fewer cowboys gives smoother quieter smuggling leaving the posse cruising happily listening to El Waylon and Willy: EQUILIBRIUM !
As in Iraq, at some time in the future, MX OC runs out of cowboys and ammo.
