Passport Card use in Mexico
Does Mexican immigration accept the USA Passport card when flying into Mexico? I will flying into SJD and driving out at Mexicali. Thanks

Good ?, I read of a passcard being used
to get an fmt from TJ IMM,
The New Rules re: Mex Entry
scheduled for May 1, state a passport needed for
travel beyond the Border Zone, although I assume Mex IMM
will continue to recognize the passcard for
travel beyond the Border Zone.
I don't BELIEVE you can board a plane in the
US bound for Mex without a passport,
Flying out of TJ may have another answer.
I assume you would be holding a 1 way ticket
to SJDC, so technically you would not be
returning to the US under the Passport Rule to fly.
but I don't know if you will be allowed
to board in the US without a passport, if I was interested in
that, I might if your close, talk to Mex IMM
at TJ Airport, to see if they will issue an fmt
with a passcard. Volaris has flights to the cape

That's correct. Without a passport book, the airline will not issue a boarding pass.

Tell that to the clerk at the airline check-in. The discretion is strictly in the hands of US immigration people. The only time something like this
could happen is if one entered Mexico by land and tried to return by air, because no airline will board an international flight originating in the US
without a valid passport booklet.. Lotsa luck.

I would use a book in Mexico. They can refuse the card even if the USA accepts it.
I tried to use a short form of a US birth certificated with the state seal and the guys at the Mexican council refused to accept it. So they may not
accept the card.
