There are a lot of interesting statistics in the article like,

"70 percent to 80 percent of northbound border crossers at the San Ysidro Port of Entry live in Mexico"

" San Ysidro Port of Entry,... the number of individual crossings peaked in fiscal 2003 with 47.4 million... In the past fiscal year, the total had dipped to 30.3 million, a decrease of 36 percent."

The article failed to mention one reason for the decline that occurred in border crossings. That being the passport requirement. As has been attested to on several threads, it would appear that the lack of a passport is not something that will find you getting punished by anything more than a delay and a tongue lashing. However, I'd hazard a guess that there are quite a few folks not holding passports who just don't feel like taking the chance.

That means a quarter of the traffic we see at the San Ysidro gate is visitors returning home?

That's kind of hard to buy while all we hear about is zero tourism.
