Mudslides scramble traffic across the region

TIJUANA – The continuous, pounding rain flooded streets on Tuesday and unleashed rock and mud slides making traveling across the region dangerous.
Emergency crews worked to restore power to many areas, after electrical lines had been knocked down.
At noon, avenida Internacional, a thoroughfare that connects the city’s west side with downtown and the east side, was closed due to flooding.
Traffic backed up on Díaz Ordaz Boulevard, where it meets México Lindo canyon, as flooding closed all lanes. The same was true on vía rápida Oriente,
where it meets colonia Los Álamos.
On the free road to Rosarito Beach, rainwater, earth and mud flowed down from the canyons and emptied onto avenida Cuauhtémoc Sur, snarling traffic.
According to the Tijuana’s Civil Protection agency, water, mud and rocks covered lanes on the road to Playas de Tijuana, near the community of El
Mirador, as well as along Rosas Magallón Boulevard, near the industrial park Valle Sur.
Elsewhere, authorities were responding to reports that a landslide had occurred in a housing project in the city’s east side.
Before dawn, emergency personnel had helped at least three families evacuate their homes in the southern colonia of Las Cruces. And authorities
prepared residents for more evacuations as heavy rain and wind were expected to continue through Wednesday.

I got re-routed from TJ to Otay, then Otay to Tecate yesterday and drove through all of TJ and didn't run into any flooding?
