I shall add my 2 centavos here....I believe it is the PERCEPTION of high school that matters here. For example...grade one thru 6 is primary school...then 7-9 is when the kids FEEL like they are big kids going to their "high school" and for most of them, this is all the schooling they will get. 10-12 is a preparatory school for kids wanting to go on to university. Here the teachers are the same for both secundaria and preparatoria...same school, classrooms and teachers....different uniforms and they go from 3:00-8:00.

Congress to amend constitution to ensure free High School for all young people
by Baja Daily News (BDN) on 03/28/11

In Baja California there are many young people conclude study after secondary school at a time you wish they would enroll in high school, ie at the upper secondary system, they cross several bridges that limit them to continuing studying, among them the economic factor.

Above said PAN Deputy Ricardo Magaña Mosqueda, who said to promote students staying in high school the Congress already has in its possession, Article 8 of the local Constitution to amend and ensure that education upper half free and compulsory for all young people.

"They sometimes are not sure better stay in school or work to support their families economically, that in the same way, many times, once enrolled in school may not continue their studies because they lack the means to buy school supplies, uniforms, pay tickets, among other needs ...".

He said he and other entities as the Federal District, Jalisco and Michoacán, have adopted reforms to its regulatory framework so that the upper secondary level education is free with very important in reducing the dropout of young people at this level of study.
