2 gringos killed in car accident - what is anapromex?????

Two Americans died in an automobile accident the early hours of Saturday, April 16, 2011 at kilometer 184 on the strip between Loreto and Santa
Rosalia. Apolo Ontiveros and Guerra Ontiveros, from Southern California, died when their 1987 Toyota 4runner collided head-on with a Toyota Tercel,
without license plates, but with an ANAPROMEX sign. The driver of the Tercel fled the scene.
Apolo Ontiveros is a drummer in the Southern California band Dislexia.
ANAPROMEX is an organization based in Baja California that lobbies to allow Mexicans to import cars without paying import duties. By placing an
ANAPORMEX sticker on a car, the police are not supposed to hassle the owner for driving without proper license plates and registration.
The state attorney general of Baja California recently closed down the ANAPROMEX offices due to irregularities and there is an arrest warrant out for
its director Margarito Fidel Villanueva Ramírez.

Just a few days ago, the SCT agency who runs all federal roads in Mexico, declared that particular stretch of road from Loreto to Santa Rosalia as one
of the most dangerous in Mexico.

Anapromex is an agency with authority to give vehicle registration for a foreign plated vehicle that a less fortunate Mexican can't afford to import.
Left wing legislators obviously had everything to do with its inception.
Car dealers and just about everybody else who had to pay full import duty on vehicles are, and have been, screaming bloody murder about it and want
the program abolished, but there are so many cars around here with the Anapromex sticker in the window, it could be considered a voting block and
elections in Mexico are always right around the corner.
So....in a nutshell, Anapromex is a poor man's way to import a car. It's for Mexicans only.

Geez. That's quite a long stretch. Seems to me that basically, the highway around Bahia Concepcion would be a candidate for this dubious distinction.
But, above and below, the highway just seems to me to be no different from most of Mex 1 South of El Rosario.

Don't know the details of course, but it seems odd that the occupants of the 4-Runner died while the driver of the Tercel walked. There's quite a
mis-match between the two vehicles in terms of size, strength and weight.

Not much to go on but there's other significant factors. I'm not sure where it happened, but I suspect one reason this stretch of hiway is designated
dangerous has to do with lack of shoulder and steep cliffs (to The Sea). (There's certainly plenty of evidence of cars going over.) Also,
seatbelts!?
