An actual weather buoy out in the SOC between SR and SC?

I was cruising around on the Wundermap feature of Weather Underground, with the weather stations box turned on, when I came across an apparent buoy, named WKWB.

It shows to be non-operational at this time. Has it been operating in the past? I had not noticed it before. I dont think it is a virtual buoy with a transmitter call sign like that.

You will have to turn on the weather station display by clicking the box on the right hand side.

The buoy?
