It's about as bad as I've seen it. I towed my boat across last week. There are a number of places on the road from Insurgentes to Lopez Mateos where the pot-holes / craters have driven traffic off the roadway onto tracks in the sand. A couple of places in the soft sand I had to engage all four wheels.
If you make the trip take your time and assume that every time you top a rise you will find wall to wall pot-holes.
They usually do some road improvements before whale watching season.

mid July, drove Loreto/San Javier overland mountain/mesa/plains to connect to 53, then out to Canal de Soledad. we followed that south along the estuary to just east of Lopez Mateo where we connected to the 'paved' road heading back to Insurgentes. no surface, even the area where we had to wait for the rock fill truck and grater ahead of us to repair the 'road,' the estuary wandering paths, and the rutted rollers of previous Baja races, was as bad as that last stretch, Lopez Mateo to Insurgentes. the potholes are marginally connected by asphalt in some areas.
