Rosarito has public pool on the main boulevard near the Coppel store.

There's a pool at Cd. Deportes in Valle Dorado, Ens.
Also, Albercas Ramos on the Bufadora road, about a half mile from the "Y".

If you ride your bicycle out these roads, you'll also see a lot of irrigation ditches that might suit your purpose. Dive into those right after they add the oily insecticides. They'll speed up your lap time considerably.

There is a public pool in San Felipe I think you could do laps, just not sure if it is true swimming lane
