Technical question regarding ballast for lamps

This lamp will end up on the grid in Baja so I guess from that point of view, it's Baja related.
We have a two-bulb Circline (6.5" and 8" round) lamp, 20 and 22 watts whose ballast has died. The old ballast has two 4-pin connectors, clearly marked for the 20 and 22 watt bulbs. However, I can no longer find this size ballast. The smallest I can find is 22 and 30 watt and have got very conflicting info on if using the larger ballast is OK. Some 'electricians' say never oversize while others say never undersize.
I suspect some of you rather enjoy indoor gardening and may have practical experience with this.

Why not just buy a whole new fixture?

This guy says he bought the 22/32 W fixture at Lowe's for $21:

that one is for a single 22W lamp. His has 2 4 pin connectors for both a 20W and a 22W.

Not familiar with the term so I looked it up. Ballast goes in the very bottom of the boat so it's bound to get wet and I think that'll be the end of it. Don't worry about it. when it no longer works it will finally be serving the right purpose. Same thing when escalators become stairs.
