One would think that, with the drop in tourism, these developments would be put on indefinite hold, but that may not be the case. Mexico has a few home-grown, fat-cat investors who need places to invest/spend/clean up their money and won't be concerned with immediate returns.
They've been buying resort properties for years and just letting them sit vacant while never showing a vacancy on the books.
