Fishing Licenses Not needed for 18and Under?

Ran across a post on bloodydecks Baja discussion, a person
in Loreto did some digging, Conapesca apparently says
a license is not needed for 18 and under, in direct contrast
to the long held belief ALL persons on a boat with fishing
tackle need a license. The post includes a print out that
states such, if anyone is interested. I had trouble copying
the printout, it is on bloodydecks

Never heard that one! Like all the vague rules and laws in Mexico err on the side of caution, my boys will have licenses and nit show pictures of billfish on Nomads (sorry, couldn't resist )
