registering a vehicle

Hello I could use some help. I purchased a vehicle in Baja that is registered in South Dakota. I now need to transfer title to my name and re-register this vehicle again in South Dakota. I live in Illinois and will not be able to bring it back for emmisions testing. I, well my wife filled out the South Dakota application for motor vehicle title and registration, checked transfer out of state on form, filled in our current Illinois address in Chicago, and sent it all in with title, check, form, and bill of sale all signed, dated, etc. South Dakota sent it back check and all with letter saying, enclosed documents title and all the rest must be forwarded to your county treasure's office for processing and payment of fees. I'm a bit confused as how this all is supposed to work and help would be appreciated.

In the Midwest, you get your plates through the county office, not the DMV. Just pick a county and apply there.
