so...friend is crossing at San Luis with solar panels etc for his folks place at GB...does San Luis have a declaration lane and ability to pay the taxes?

Yes to both. Stay to the right as you cross south. There's a couple of parking spots to the right once you go under the canopy. Immigration and customs are the building right at the border, Banjército is the other building. It's really compact, like Tecate.
