Easiest and best VPN for the money and service?
It's getting time to cut off the dish network for me.
Does anyone have actual user experience here in Mexico and can recommend the best modem and vpn service?
Also, is it better to buy a flashable modem and do myself, or buy preloaded with a service?
Will standard infintium 3mb speed work? I think where I live the max is 5mb with a bump of $150-$200p per month.
Personal experience preferred.

I don't use a VPN due to latency issues. However, I use overplay.net SuperDNS services.
I use a DD-WRT router that allows me to put a US DNS in the router. So any device connected to the router via WiFi or direct attach will look like
they are connected in the USA
NOTE:
This is limited to a few services and does not work with every video/audio service.
I use a Roku, Sonos and of course Mac's, PC's and tablets.
What works:
Rhapsody on Sonos and Computers
Netflix
Amazon Prime Video
Pandora
Sirrus/XM online
HBO GO
BBC (from the UK)
Slingbox
What doesn't work: (That I am aware of)
Spotify
Deezer

What's the learning curve time wise and how much maintenance to flashing or rooting your modem yourself?
What is your download speed?
Are your able to view networks from their websites or third party?
Is there anyway to record what you stream, like with a dvr or similar built in?

I use a DD-WRT Buffalo Modem. No firmware hacking it comes factory installed. I purchased this one

But I don't think it is still available, but their are newer Buffalo DD-WRT based routers.
What is your download speed?
In San Felipe I get the basic package with is about 1.2 Mb down and about 600K up and it stream Netflix fine, for the most part.

Not sure I understand your question? I have watched Netflix, Amazon Prime, Pandora, Sirrius/XM from my tablets and PC.
