Wierd plants life near Ciudad Insurgentes

Dose anyone know what those plants are that hang from the power lines in the Ciudad Insurgentes area? That's the only place I've seen them. At first I thought they were bird nests but, but, but.
I'm sure sometime after a few smart remarks have been made by a few the bored X-pats some that really knows will enlighten me.
