Can't start kicker?

I have a 9.9HP 4-stroke kicker that I could not get started last week, have spark and have fuel. This is a Mercury box but I understand the motor is a Tohatsu. Anyway, I notices that the primer bulb, the little round rubber half-bulb that you push a few times to prime the carb was badly cracked. Is this letting air into the system?
Full-choke didn't help. Boat's in Baja and I'm not..

it doesn't allow suction to pull gas to the carb, not so much air into the system.

Did you try starting fluid? Sometimes they just need a kick to understand what you want.

Replace the bulb and it will probably start right up. Did you check to see if the carb was getting fuel? I had the same problem a couple years ago with my Yamaha 175.

I thought about that but the vigor with which I kept trying to prime pretty much broke it apart.
