We stayed at Casa Buena in La Paz, pet friendly, GREAT owners, and fun. Highly recommended.

I agree with casa Buena. Stayed there with my small dog last summer for a few days.
They have a variety of room options and also resident dogs and cats. Nice pool, secure parking inside courtyard, kayaks to rent
The owners are husband and wife and live on site with their children. (They are active in the local church community so be aware that's part of the
experience.)

El Encanto Inn San Jose del Cabo has a few rooms across the street that are nice and right in the center of the old town.
The grass is always greener....
and so, there is always a better spot in Baja

El Encanto puts you in the cave rooms with no circulation and charges a lot for a pet.

A hotel owner in baja told me it's illegal to allow pets in the rooms. State or federal law, I don't know. But, it seems to be more and more accepted
as time goes on. The owner of the Malarrimo hotel in Guerrero Negro let me stay there a week with two dogs while I had major repairs done to my truck,
parts bused in from Ensenada.
Sorry, I don't know about La Paz and Cabo.
Dogs are people too, ya know.
