Where do you return a car permit in TJ?
Coming in from the US. Anyone have directions or general info?

I'm not sure since the southbound crossing has been rebuilt. One idea is to go to the Mexican offices at the San Ysidro southbound crossing and ask
them. But at that point, you're in TJ, no turning around back to the US except for the usual route. When I returned one in 2010 the office was close
to what is now the new southbound crossing, in Zona Federal. I'd recommend mid-morning on a weekday.

Well, you can. I obtained and returned a car permit in TJ when I drove my RV to Michoacán in 2010. The office was in Zona Federal which is where the
crossing is. I bet it's now the same place, but I'm not sure because of the recent changes.

You might have known something about Baja/MX, but that was 20+ years ago.

Turned in our car permit at the Army Bank close to the border crossing. They gave me a copy of the printout to carry as proof it was cancelled.

I walked across at San Ysidro today to do some shopping and went to the place where in 2010 I returned my car permit, near the McDonalds you see when
you walk across, as another nomad said. The place is no longer there. Looks like the new southbound crossing swallowed it up.
I asked a cab driver and he said the vehicle permit office has been moved to the Otay crossing. Perhaps cross there, pull over and ask the Mex
officials for directions.

I returned it today. Crossed at SY and spoke to a cab driver just like you did. He told me it was at Otay. Had him drive to it and I followed him.
It's down a side street and not the easiest place to find, but he led me right there. Well worth the $20.
No one was returning, so it only took about 10mins while they checked the VINs on the truck and three bikes then scraped the sticker off.
I got it in Nogales, but it was not an issue to return it here. And you definitely need to return them if you want to get another one in the future
(plus your deposit back).
It only took 15mins to cross the border at Otay, so the whole thing took less then 45mins. Pretty damn happy about that.
