New moratorium on fishing coming?


There has been a large white Mexican boat in Todos Santos bay here for the past 2 days and it is clearly marked "Instituto Nacional de Pesca". There is a large platform on the stern at water level with a lot of people in dive gear on it and at the end of the day it looked like there was a red submesible tied to it. Does that sound like the same boat that was in the SOC before the moratorium was put in place?

There has been a large white boat around Loreto for the past several days. Is this the same one?
