is desal really needed ?
is there sufficient water available currently ?
if not, seems like a good idea no matter what nationality the builders are. before getting started and after all the clearances, A BIG BOND.
seems they've been having trouble in tijuana forever getting rid of what their water situation created...SEWAGE !
I believe first things first, maybe a sewage plant ?

The Cape seems to build as if water supply is limitless,
at the end of a narrow 800 mi. peninsula with sea water on 3 sides. The desal plant in Carlsbad, is said, optimistically, to supply 7%, probably more
like 4, of
SD Counties water. In Ensenada, it takes 1/2 hr. longer to
fill water trucks from well, due to the water level dropping

After visiting la presa in tj I’m all for it. It’s depressing that la presa is a main water source for a lot of people.

There are Desal plants all over the peninsula, no?
That LPG plant went in smoothly, I wonder how much in brides the needed permits will cost them? Cart before the horse...
