Toll Road?

Due to a bit of surgery, I haven’t been down from the states during the past 90 days. Enjoying our 5 day long weekend with a friend from Denver. What’s up with the toll booths. Unmanned, yet, flag waving folks asking for donations?
What’s the story? Thanks in advance.

Politics. Class warfare.
Ask the flag wavers, the proletariat, the peasant - every persons motivation is different.

Woke!

“...ask not what your country can do for you – ask what you can do for your country.” “My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man.”

Prefered gender pronoun: the royal we

Rosarito South and San Miguel Village (nearest Ensenada booth):

Last month, one day, the two we used were closed (no toll collection) as the strikers were there with a can seeking donations. No hassles if you just drove through. Two days later, northbound, one was open as typical.
