Fatality on Rosarito beach prompts barriers

TIJUANA ? The city of Rosarito Beach is erecting fences and digging ditches to prevent cars from entering the beach following the weekend death of an
American woman who was hit by a car while lying on the sand, city officials said.
"The security measures have been increased for this weekend during which the city expects a large number of visitors," said Felipe Hern?ndez Villela,
a press spokesman with the city, a popular spring break location.
Baja California tourism officials said the type of incident in which Amy Ruth Kent was killed is rare, and police are investigating.
Kent, 24, and a male companion were resting or sleeping on the beach about 2 a.m. Sunday when they were hit by a car that was racing with other cars,
said M?nica V?jar, assistant director of public relations with the state of Baja California.
"The police had been making sure cars didn't enter the beach, but the beach is very extensive and they spend all day doing checks there . . . ," V?jar
said. "At this hour they were doing their patrols in the bars and those kinds of places."
Vehicles are prohibited in the area, said V?jar, who received a report on the incident from Rosarito Beach police.
"I don't remember this ever happening," she said.
Kent, whose driver license listed a Santa Barbara address, died instantly. Joseph Andr? Escalante was seriously injured and transferred to a
California hospital, said Lorena Blanco, a spokeswoman for the U.S. Consulate in Tijuana.
Escalante's age and residence were not available because his family requested privacy, Blanco said.
Attempts to speak with police officials in Rosarito Beach, located about 20 minutes south of Tijuana, were unsuccessful. No arrests have been reported
in what appears to be a hit-and-run incident.
Kent's parents arrived Tuesday to claim their daughter's body, Blanco said.
The death was a tragic start to the region's spring break festivities, when thousands of college students and other young adults head south for
vacations. It wasn't clear if Kent and Escalante were college students.
V?jar said that during spring break, local, state and federal law enforcement agencies normally step up their patrols in an attempt to guarantee the
safety of tourists.
Rosarito Beach Mayor Jos? Antonio Mac?as, who met with Kent's parents, told the Tijuana news agency Agencia Fronteriza de Noticias that authorities
have a "moral responsibility" to prevent such incidents, and that authorities would make sure more precautions are taken.

The incident was NOT rare, it has been happening for a long time know, it is well known that drugtraffickers like to drink on the beach at night and
drive around like crazy, this happens in the sand dunes in primo tapia as well, the police doesnt have the balls to confront those people, things will
stay the same.
Sleeping on the beach here is a no no.

Second U-S citizen dies after being hit by car on Mexican beach

ROSARITO, Mexico The second of two U-S citizens struck by a car racing on a beach earlier this week in Rosarito, Mexico has died.
Twenty-five-year-old Joseph Andrade Escalante of Santa Barbara, California, died from his injuries last night.
Andrade and his girlfriend, 21-year-old Amy Ruth Kent were lying together on the beach about 2 a-m Monday when one of three cars driving at high
speeds along the sand rolled over them. Kent died instantly from massive head injuries.
The two were struck a short distance from bars and nightclubs frequented by thousands of U-S spring breakers, most from California.
Kent's parents, Chris and Patty Kent, asked Rosarito Mayor Antonio Macias to investigate the incident.

Not just in Baja
Quite a few years ago we lost some very close friends at San Onofre to the exact same kind of thing. A drunk driver ran them over while sleeping in
their tent.
And being the u.s., the driver had influential parents who managed to get him off even though it was hit and run. He took a taxi home after killing
them.
I would seriously consider spending your vacations in the Baja Cactus Motel if you dont want to endanger your lives down here.
And, I am truly sorry for the families that have been affected by this. It is devastating to say the least.

ROSARITO, Mexico -- Police have identified the driver who hit two Americans while drag racing on a beach here last month, but he has avoided arrest by
filing a court injunction, investigators said Thursday.
Amy Ruth Kent, 24, of Santa Barbara, California, died instantly when she was hit by the car March 20. Her companion, Joseph Andre Escalante, was
seriously injured and taken to a hospital in California.
Witnesses told police that the two were resting on the sand in front of a restaurant when they were hit by a man driving a Honda. The driver fled the
scene.
Maria Teresa Valadez, a deputy attorney general for Baja California state, which includes Rosarito, said at a news conference that six witnesses
reported the 19-year-old owner of the Honda was driving at the time of the accident, but that an injunction filed by his lawyers prevented his arrest.
She said state prosecutors planned to ask a judge to lift the injunction, but that even if the suspect is arrested, he can be released on bail of only
about $455 because he faces charges no more serious than accidental slaying -- even though witnesses said he was illegally drag racing at the time of
the accident.
Valadez said authorities were able to locate the car parked outside a Rosarito home belonging to the suspect several days after the hit-and-run. They
found the suspect inside, but were unable to detain him.

About a week after Joseph Escalante was hit by a car on the shores of Rosarito Beach, he opened his eyes. He started using hand gestures to
communicate with his parents, and he was able to sit in a wheelchair for a little while before getting dizzy.
Escalante, who still drifts in and out of lucidity, was transferred to a rehabilitation center at Scripps Memorial Hospital in Encinitas this week.
But he doesn't seem to remember what happened to him early March 21..."

WE CAN REALLY TRUST THE MAINSTREAM NEWS; they hardly ever screw up or just flat-out fabricate/lie. Like that sportscaster last week who reported the
clothes that were worn by players who never attended.
I guess the bloggers really are the really untrustworthy ones.

Mexico has recently changed it's jurisdictional status for beaches. Now, any local or state agency can enforce the law regarding no vehicles on the
beach. No longer do the armed forces have sole jurisdiction.
