New traffic ticketing process in Tijuana?
looks like there will be a new process for paying fines for Americans traveling through Tijuana.

I find it interesting that the fine for driving drunk is less than speeding.

Since when did merging or changing lanes become a traffic infraction?
In border line, i see impatient people change lanes (cut line) if you leave so much as a 4 ft gap between cars...

I'm guessing that "cutting" in is not the same as a lane change. Cutting in is a problem at Tecate, where someone can go up a side street and cut to
the front of the line. Also at Otay SENTRI where a vehicle can cut in from a side street or drive along the Taxi/Bus lane to the front and cut in.

When was the last time you went through Tecate? There is a wall of jersey barriers separating the two border traffic lines from the residential side
streets. It's been the same for the last three years I believe.
I like to explore remote dirt tracks and beaches.

Subjective fines determined by the municipal police.
Another experiment in Tijuana it seems. My concerns would be an increasing amount of foreign travelers reporting receipt of "serious" infractions -
and their associated fines - for "driving while gringo", etc.
The article in El Imparcial gives some different (and higher) fine amounts. Example:
