New means of nationalizing U.S. automobile?


I have a 2005 automobile registered in So. Dakota that I would like to nationalize in BCS. Cost is prohibitive to nationalize an automobile that old.

I'm wondering if this amnesty program might be a possibility. Any idea when a BCS amnesty might occur?

I understand it's a union of some kind that is litigating the legality of cars that are not nationalized. Inexpensive to join and get a license plate. It seems to work in BCS, except in places where the federal police has exclusive jurisdiction, like the airports. There, the rumor is that the federales confiscate cars with anapomex plates.

I'll keep my eyes open for addresses and contacts info for those offering services to get plates for foreign vehicles. I drive by but didn't pay attention to the street addresses...

By the way, CA USA DMV allows you to register your CA car to your address in Baja and be exempt from many fees and smog inspection if it is located below the frontier regions like TJ, Ensenada, stated cleary in the DMV book, all my DMV paperwork gets sent to me in Baja, just go online and change the vehicle address to your address in Baja preferably where mail gets delivered or use a reliable intermediary mail service, also the majority of the state of California is Smog Inspection exempt, except high population areas so you can look up CA DMV smog exempt zip codes and use an address of a friend that can act as intermediary and FEDEX/DHL the stuff to you or pick up in person, you can use CA DMV form 256 to declare exemption since the vehicle is not in California or speak to local DMV or use South Dakota etc.

New forms of regularization of "Chocolate" or "Chueco", foreign plated cars that are not registered in Mexico are being discussed for proposal said AMLO because not everyone has money for new cars nor for importation yet they should have the opportunity to register their cars and have some process to legally transit (or something like that, are in the news, though, it's not clear what that means just yet, conversations are in process). Anapromex or Onappafa is a state Amparo or legal argument that people have the family patrimonial right to petition to transit in a form outside of Federal or State official forms of registration since those are prohibitive of freedom of liberty of movement which is a constitutional right, or similar argument, costs are usually about $1500-3000 pesos or so the last time a I looked.

I followed up bit, Padron Vehicular is another form of plated vehicle without importation, I like it because its a plate and looks legal, as well there are many others like Anapromex which are more paper like and need to be laminated "plastificar" to last, with signed support from AMLO Federally.

The idea is that all people have legal avenues to local registration without the unreasonable cost in the price range of 500-3000 pesos and its supported nationally. There are some 35,000 vehicles at least in La Paz region that can now be registered for circulation without harassment and more in every region, and they can not be restricted according to signed law.

John, Where are you trying to get plates?

La Paz.

I’m concerned about reports of confiscation of anapromex cars by the federales at SJD. I understand that Mexican citizens can’t drive U.S. plated cars.

The thing I am wondering is what actually constitutes an "illegally imported vehicle"? Exactly what is a "chocolate"?

Is it simply a car that has been left in Mexico, while the owners leave the country?

Is it a car with fraudulent importation papers?

I can see advantages to using this new method to import the car that I leave in Mexico. No more TIP or bond for taking it into the Mexican mainland, south of Empalme.

Business as usual, many people use the alternate vehicle registrations. You go to the office near, such as Anapromex, bring a copy of something like east registration or title or a declaration the car is yours, perhaps identification, pay your money and leave with plates, many go to Office Depot make copies and Laminate them in case of damage or theft.

Most or most people in pueblos near la Paz use these, because you need something to transit la Paz without being harassed when driving a chocolate.

Police have said in news reports they will be more diligent to ticket people without plates since these options exist.

Actually, there are no validated reports of cars being confiscated at SJD for temporary plates, only rumors from years ago. I have spoken to people who have traveled to the airport and even crossed on the Ferry with Anapromex. Perhaps it depends on how much the Federales like your car? The car should be properly outfitted with lights and so forth, have insurance and driver should be licensed.

The Police at the airport turnaround and the Toll road routinely shakedown visitors with wild threats, if you stay calm, they let you go in minutes, they just want some money, its a play on emotions. At the moment, AMLO and other politicians clearly state those who have temporary plates may not be harassed for being in process of legalization with temporary plates.
