Tijuana Mayor Jorge Hank Rhon more than tripled his pay so that it now exceeds that of Baja California Gov. Eugenio Elorduy. Hank's pay is now $193,000, according to the Zeta newspaper.

Hank said he is donating his pay to charity, but his top assistants received similar pay boosts. Secretary-General Fernando Jorge Castro Trenti, for example, is making $153,000 instead of $48,000.

The Institutional Revolutionary Party mayor, who took office late last year, never made public the increases until they came out in the media. This followed a pattern of keeping decisions secret: He also bought 100 new police vehicles without going through a public bidding process. Last month, he did not inform city council members he was skipping a council meeting in order to attend the Orquestra de Baja California's well-received concert at New York City's Alice Tully Hall.
