Pancake Republic
Cafecito
Burger King
Lizard Lounge... when they reopen in the Fausto Polanco building
d'Volada Cafes
McDonald's
Most of the big hotel lobbies
Gusto Restaurant in San Antonio del Mar
Rubens in Primo Tapia
Burger Carito... across from Burger King
La Guerita Restaurant... across from the old Calimax
Cappuchino's

I have found it many places and not kept track... and that's just on the boulevard. There are many cafe's on the side streets and in the neighborhoods with internet access. Particularly around the schools! Find a school, and there will be internet access nearby.

Pescador, Bahia Cantiles, Las Rocas (and across the street) are some more.
Now I just wish Charley (of Charlys near Las Rocas) would get it! They sure have the good food!!

I have been told that MacDonalds has WIFI worldwide and so far it's worked every time, even from the parking lot. No purchase necessary!
