Never had a single problem going though Tecate, and never had a problem down in Ciudad Constitution. Maybe good luck. I dunno.

I never had a problem with either place - either.
But a neighbor's son just got shook down Sunday afternoon in Tecate for 1700 pesos - and no ticket and no receipt.

If people think they're lucky because they haven't had a problem, that's as logical as thinking if a person stops at every stop sign, or traffic
lightc, they won't ever be stopped.
I expect to be stopped every time I drive through these towns. I never am but I expect it.

Lots and lots of ways to die. Lung disease is not one of them.
Still, preparing mentally with names/numbers is a good strategy.
If most things are negotiable, it's possible that a lower ''fee'' was possible. Being denied a receipt or ticket means the cops bluffed and won.

Reporting is a waste of your time. The cops do what they do because they know they are mostly untouchable.

Another post from no nothing that does not live in Mexico. Why don't you keep your no nothing comments to yourself. Here is what happened
to,policeman in Question. After my complaint,He was taken to the police station(where he worked)Held there till we got there. After complaint filed. They
said we can only hold him for 24 hours. You need go to Ensanada,to make complaint higher up.It was my decision,to have him loose his job,or not. This
was all handled by broad of tourism. It is a very serous offense. For any police officer,to prey on a tourist. Do a search,on Board of tourism. They
ended up calling me 3 more times,to make sure all went well.

Maybe you never had trouble with the police because you never did anything illegal.
Maybe, your neighbor's son, who allegedly got "shook down" did something illegal. Today most teen kids and young adults, are at least pot heads,
engage in under age drinking, or sometimes they speed in their cars.
The parents are often the last to know.
It's been my experience witnessing a few Mexican shake down over the years,,often the shake down of the victims are at least a little guilty of their
alleged crimes, otherwise they would put up a better fight resisting a shake down attempt, if they were truly not guilty of anything.
If a tourism board has power over the police, you would think they would already have any problem with corrupt police shake downs solved.

I have suspected that crooked cops confine their shakedowns to drivers that committed a violation. It seems to me that cops are smart enough to not
fleece a driver that did no wrong, and cops would have an easier time shaking down a driver that did wrong.
Joe, may be right that shakedown victims most times were pulled over for a real violation.
