I believe the new road from 1-D is the Jatay exit, Bajamar to the west, over the hills to the east thru a big Rancho.
Do I get a pie with my chicken dinner?

The location is at the existing air strip just east of Ojos.
The new Ensenada bypass road will be east of the coast passing near Ojos and heading N/S. North of Ojos the new toll road will head N then west thru
Guadalupe valley then back to Highway 1 as shown on the Stuck image previously posted.

The "new" (red) toll road route joins Hwy. 1D @ Jatay, right across from Bajamar. This will create ease of access to the wine region and be the back
up for when the next slide occurs.

Hmmm, meanwhile the cities of Tijuana and Ensenada keep growing and little is spent on infrastructure. The TJ sewer system is crumbling, polluting TJ
and southern San Diego county beaches and the Tijuana estuary, a wildlife refuge.
The majority of TJ sewage enters the ocean untreated, not even primary treatment, right at the Punta Bandera beach, not even a pipe to carry it out to
deeper water.
So the state spends money on an airport in Ensenada.

Based on the article and map it is directly east. If it is alike a lot of other projects it will never get finished. They can not even fix potholes.
