The Fish and Wildlife Service, who is partially in charge of enforcing the statutes, provided a FAQ to try and boil them down.
I don’t think anything posted is different than what I posted.
And possession, in the US, is not always prohibited, and does NOT appear to be prohibited under these circumstances.
Again…the real issue here is the import of the thing.

If he is rich and retired, then he may not care about a felony conviction, eh? In CA his voting rights will be restored after he completes his
sentence.
Perhaps he has lots of time on his hands he thinks a few months in prison will be an “adventure.”
Let him do it, it will make for an entertaining trip report  (can you post to nomad from prison? Do inmates have computer access?)
