 Like saying something happened in Alameda, when it happened in Oakland (which is in Alameda County).

word are two different things.

 FWIW, everyone down that way calls, refera to Ciudad Constitución  as "el Valle". Even the quoted news article referred to Ciudad Constitución as el
Valle.
